Fue nombrado Comisionado de la Comisión Reguladora de Energía (CRE), el 18 de septiembre de 2014 por un periodo de siete años por el Senado de la Republica.
Antes de iniciar sus labores en la CRE trabajo por diez años en el Banco Mundial y el Banco Interamericano en Washington DC en el financiamiento de proyectos de energía renovable, transmisión y distribución y control e implementación de mercados, así como como asesoramiento a organismos de gobierno en política y regulación energética en más de 15 países en Latinoamérica, Asia, África y El Medio Oriente.
En el sector público se desempeñó como Director General Adjunto de Reestructuración Eléctrica en la CRE, coordinador de asesores de la Subsecretaria de Electricidad y fue Académico en el Instituto Tecnológico de Morelia, la Universidad de Anáhuac y el ITAM.
Tiene un doctorado en Ingeniería Eléctrica por la Universidad de Waterloo, en Canadá. Ha sido miembro del Sistema Nacional de Investigadores y recibido diferentes reconocimientos entre ellos la de Miembro Senior del IEEE.

He was appointed Commissioner of the Energy Regulatory Commission (CRE), on September 18, 2014 for a period of seven years by the Senate of the Republic.
Before starting work at CRE, I worked for ten years at the World Bank and the Inter-American Bank in Washington DC in the financing of renewable energy projects, transmission and distribution and market control and implementation, as well as advice to government agencies in energy policy and regulation in more than 15 countries in Latin America, Asia, Africa and the Middle East.
In the public sector he served as Deputy General Director of Electrical Restructuring at the CRE, coordinator of advisers to the Undersecretary of Electricity and was an Academic at the Technological Institute of Morelia, the University of Anáhuac and ITAM.
He holds a Ph.D. in Electrical Engineering from the University of Waterloo, Canada. He has been a member of the National System of Researchers and received different recognitions, among them that of Senior Member of the IEEE.
