Dr. Owan graduated from City University of New York in 1980 with a degree in Organizational Behavior and an MBA from the Hofstra University School of Business Management in 1982.

In 1998 he earned a double postgraduate studies degree in Energy Management and Policy at the University of Pennsylvania in Philadelphia and was awarded MSc and PhD respectively.

He was appointed by the former President of Nigeria, Olusegun Obasanjo as the pioneer Chairman and CEO of the Nigerian Electricity Regulatory Commission in 2005.

Prior to his engagement at NERC, he was the Director of Regulatory and External Affairs for Washington Gas Energy services, Inc., a retail competitive marketer of retail electricity

He is a renowned energy practitioner with over 26 years’ experience providing first rate energy management and policy expertise to a variety of private and public clients.

Dr. Owan is a member of Energy services marketing society, Energy demand-side management society, a senior member of The Association of Energy engineers and a chartered member of Energy services marketing society.

Dr. Owan is the Group Managing Director of Aiteo Power and Gas.
