Along with co-founders like the Baker Institute for Public Policy of Rice University in Houston, TX and China Petroleum Pipeline Bureau of CNPC, Ms. Zhou spearheaded the establishment of Energy China Forum as a leading and independent China Energy Thinking Tank & cross-boarder, muti-disciplinary energy cooperation platform and her effort attracts strong support from China National Energy Companies (CNPC, SINOPEC, and CNOOC), China Government Energy Regulatory Agencies (NEA, NDRC & MLR) plus Shanghai Municipality. Ms. Zhou organized and hosted 9 Asia Energy Conference and 2 Unconventional Resources Technology and Equipment  Exhibition  with  over  3000  attendees  per  event  from  30 different nations and regions of the world.

Ms. Zhou founded the independent energy thinking tank in China, Shanghai United Institute for Unconventional Resources, in 2014. The Institute was recognized as a AAAA level NGO in 2017.

Ms. Zhou has a bachelor’s degree of Computer Science from Northwestern Polytechnics University in Xi’an Shaanxi, China and she currently lives and works in Shanghai, China.
